Although the relevant regulation has not yet been published, the EU Member States already reached agreement in May on the substance of the regulation setting limit values for MOAH and guideline values for MOSH.
Mineral oil hydrocarbons (MOHs) originate from petroleum products. Their presence in foodstuffs is usually due to unintentional contamination during processing, packaging or as a result of environmental factors.
MOH are usually divided into two main groups: MOAH (aromatic mineral oil hydrocarbons) and MOSH (saturated mineral oil hydrocarbons). MOSH are hydrocarbons saturated with mineral oil and form one of the groups of mineral oil hydrocarbons, which are either branched or linear and have chain lengths of approximately 10 to 50 carbon atoms.
MOAHs are compounds that contain an aromatic ring system consisting of one or more rings. They are often linked to one or more branched or unbranched chains of saturated hydrocarbons. The group of MOAH compounds is very large. However, the health risk associated with human (and animal) exposure is not the same for all compounds. Studies have shown, however, that mutagenic effects and carcinogenicity correlate with the number of aromatic rings – the risk increases when there are three or more rings.
In addition, other petroleum fractions are grouped together: these include polyolefinic, oligomeric, saturated hydrocarbons (POSH), which are frequently found in plastics such as polyethylene and polypropylene. Trace amounts of POSH can migrate into food via film packaging. PAOs (polyalphaolefins) are short-chain, synthetic olefins. They are found, for example, in solvents or lubricating oil products, which are also used in food processing. It is not always possible to prevent small quantities of these from entering food.
On 13 May 2026, the SCoPAFF section on ‘Novel Foods and Toxicological Safety of the Food Chain’ adopted the draft regulation on maximum levels (MLs) of aromatic mineral oil hydrocarbons (MOAH) in food (SAFETY/CONT/020/26).
Pending the formal publication and entry into force of the Regulation, the Commission and the Member States have agreed on the joint SCoPAFF statement. This is intended to bridge the transitional period.

For MOSH, guideline values will continue to apply instead of maximum levels. If MOSH concentrations are detected that exceed the specified guideline values, food business operators should arrange for further investigations to be carried out to identify possible sources of contamination.
